Dr. Kofi Amoa-Abban Officially Served Court Documents by Titanium 123 Properties

 

Founder of Kofi Abban Holdings and Rigworld Solutions, Dr. Kofi Amoa-Abban has been formally served with two contempt of court applications by Titanium 123 Properties Limited.

The court documents were delivered by a bailiff on Friday, May 30, 2025, during the 2025 Practitioners’ Forum organized by the School of Graduate Studies at the University of Professional Studies, Accra (UPSA). The event, chaired by Vice-Chancellor Professor John K.M. Mawutor, featured Dr. Amoa-Abban as the keynote speaker, making the moment of service highly public and symbolic.

The contempt filings arise from alleged breaches of a High Court ruling issued in July 2024 concerning a 22.36-acre tract of land in Prampram, in the Greater Accra Region. The dispute involves Titanium 123 Properties, Menlix Ventures, and others claiming rights to the land.

While the July 2024 ruling imposed a general injunction on all parties, it allowed Titanium 123 Properties and its grantees to continue lawful construction. However, an affidavit filed by Mr. Christian Kpakpo Abbosey, Director of Titanium 123 Properties, accuses Dr. Abban and Mr. Edward Tetteh, representing Kofi Abban Holdings, of willfully defying the court’s order.

According to the affidavit, in August 2024, the respondents allegedly deployed armed military personnel and police officers to forcibly stop construction activities by Titanium’s grantees. The operation, reportedly backed by the then-Minister of National Security, involved the assault of workers, destruction of property, and disruption of active construction—including the filling of dug foundations.

In an attempt to justify their actions, the respondents filed an application on August 16, 2024, seeking to modify the court’s ruling. That application was dismissed in February 2025, affirming Titanium’s right to proceed with its development.

Tensions flared again on April 9, 2025, when a team led by ASP Malaika-Jabril Alhassan, along with uniformed officers, returned to the site and demolished all ongoing work—despite the absence of any new court order authorizing such action. Damages are currently estimated at over GHS 2 million.

Repeated efforts to serve the respondents with court documents had been unsuccessful until now. The successful delivery of the documents at the UPSA forum represents a critical step in advancing the contempt proceedings.

Titanium 123 Properties has described the conduct of Kofi Abban Holdings and its associates as a grave challenge to the authority of the courts and a troubling precedent for land governance and legal compliance in Ghana. The company emphasized its continued commitment to due process and the rule of law.

As the case progresses, it is drawing widespread public attention—not only due to the prominent individuals involved but also because of its potential implications for property rights, judicial authority, and institutional credibility in Ghana.
