NPP Treasurer Dr. Dwamena battles Motion 38, cites threats to financial controls

The National Treasurer of the New Patriotic Party (NPP), Dr. Charles Dwamena, has formally petitioned the party’s National Executive Committee (NEC) to halt the implementation of a controversial amendment – Motion 38 – adopted at the recent National Delegates’ Conference.

He describes the Motion as an assault on the structure of the party and calls for broader consultation with the ultimate aim of repealing it.

Motion 38 seeks to amend Articles 10(7)(3) and 10(8) of the party’s constitution to mandate that the National Treasurer report to the General Secretary, a change Dr. Dwamena insists undermines the existing checks and balances within the party’s financial structure.

“This motion was introduced on the blind side of many delegates. Most only became aware of it on the eve of the conference or at the conference grounds, making it practically impossible for them to analyse and digest its implications,” Dr. Dwamena stated in his petition dated July 21, 2025.

In a strongly worded petition, the former Deputy Ambassador to China argued that the motion violates the long-standing tripartite structure of the NPP’s National Headquarters, comprising the Executive Arm, the National Secretariat, and the National Treasury, each headed respectively by the National Chairperson, the General Secretary, and the National Treasurer.

“The National Headquarters is not the same as the National Secretariat,” Dr. Dwamena emphasised. “Motion 38 essentially collapses the Treasury Arm and subordinates it to the Secretariat. This act distorts the party’s organisational structure and opens the door to financial indiscipline.”

Dr. Dwamena warned that the motion, if implemented, would hand financial control to the spending officer (the General Secretary), stripping the National Chairperson and the Finance Committee of their oversight role.

He cautioned, “This is against standard financial protocols. It is a recipe for reckless expenditure.”

The petition was copied to key party figures, including former Presidents John Agyekum Kufuor and Nana Addo Dankwa Akufo-Addo, as well as former Vice President Dr. Mahamudu Bawumia and the Chairman of the National Council of Elders.

Dr. Dwamena indicated he has every intention of employing every legitimate means to have ‘this assault on the structure of the party reversed.’
