The Chief Executive Officer of the Tamale Teaching Hospital has been directed to repay 3.7 Million Ghana Cedis to the state treasury following the hospital’s failure to comply with recommendations from the Auditor-General’s report on unearned salary payments totaling 1,449,00 Ghana cedis.
Taking their turn at the Public Accounts Committee sitting on Monday September 29, 2025 TTH management faced intense scrutiny over several irregularities. Among these were unauthorized study leaves with pay taken by 14 staff members in 2022 without official approval. Additionally, auditors discovered that a deceased staff member had been receiving salary payments for 26 months.
The committee, chaired by Atiwa East MP, Abena Osei Asare, was justifiably outraged by the revelation.
TTH’s Director of Administration, Dr. Emmanuel Sena Kwasi Donkor, admitted that only 21 percent—approximately 303,559 Ghana Cedis—of the owed amount had been recovered so far. He also revealed that the names of those implicated had been submitted to the Economic and Organised Crime Office for further investigation and recovery action.
However, Ranking PAC member, Samuel Atta Mills was not impressed. He voiced frustration over the case of the deceased employee, questioning, “Habib Napare-date of separation was 2022. This guy had died. Didn’t you go to the funeral? and you validated this dead person for 26 months?”
The Auditor-General recommended the immediate termination of implicated staff from the payroll and the recovery of the full amount of 3,743,603.44 Ghana Cedis as unearned salary, including interest at the prevailing Bank of Ghana rate. The amount is to be paid into the Auditor-General’s Recovery Account at the Bank of Ghana. Failure to comply would result in the CEO and other validators being held personally liable for repayment.
After the hospital failed to implement these recommendations, the Public Accounts Committee has now directed the CEO to make the full repayment.
