Jomoro: Mahama to relaunch stalled $12bn Petroleum Hub project before December

President John Dramani Mahama is expected to relaunch efforts to accelerate the stalled $12 billion Petroleum Hub Project at Jomoro in the Western Region before the end of 2026.

The move is aimed at resolving challenges that have delayed the project and paving the way for the implementation of its first phase, which is expected to create jobs and strengthen Ghana’s position as a petroleum hub in West Africa.

The project stalled after an initial partial sod-cutting ceremony in August 2024, amid land disputes and compensation concerns involving affected communities.

Sources at the Petroleum Hub Development Corporation (PHDC) say the investor group, Touchstone Capital Partners (TCP), has secured funding for Lot 1 and is expected in Ghana in the coming weeks to complete preparatory work ahead of a planned relaunch by President Mahama before December.

President Mahama directed in July 2025 that the project’s land requirement be reduced from 20,000 acres to 5,000 hectares to address concerns raised by affected communities. The directive has since been gazetted and is being implemented by the Lands Commission.

Energy Minister Dr. John Abdulai Jinapor has also indicated that government is close to signing a new agreement to facilitate the project’s take-off.

When completed, Phase One is expected to include a 300,000-barrel-per-day refinery, a petrochemical plant, storage facilities with a capacity of three million cubic metres, as well as a jetty and port.

The full Petroleum Hub is projected to create about 780,000 jobs and provide skills training for 200,000 Ghanaians, while contributing significantly to economic growth.

The project is also expected to support the government’s 24-Hour Economy and Big Push programmes through industrialisation, job creation and increased investment.

Chiefs and residents of Jomoro have welcomed the renewed push, expressing optimism that the project will help position the Western Region as Ghana’s energy hub.
