Ghana has taken another decisive step toward becoming West Africa’s leading industrial and energy hub as President John Dramani Mahama officially performed the sod-cutting ceremony for Phase II of the Sentuo Oil Refinery Project in Tema.
The ceremony marked far more than the commencement of another industrial expansion. It represented a renewed national commitment to industrialisation, value addition, energy security, employment creation and long-term economic transformation. The event brought together senior government officials, captains of industry, diplomats, traditional authorities and development partners in a powerful demonstration of the partnership between government and the private sector in driving Ghana’s economic future.
At the heart of the ceremony was a compelling vision delivered by Mr. Xu Ningquan, Executive Chairman of Sentuo Group, who described the expansion as “another foundation stone for Ghana’s future.”
“Today, we are not simply cutting sod for another industrial project. We are laying another foundation stone for Ghana’s future. We are investing in jobs, technology, local value addition and the confidence that Ghana’s greatest economic opportunities still lie ahead.”
Phase II of the Sentuo Oil Refinery represents one of the most significant private-sector industrial investments in Ghana’s recent history. Upon completion, the expansion will increase the refinery’s processing capacity from 40,000 barrels per day to 100,000 barrels per day, adding approximately 60,000 barrels of additional daily refining capacity and positioning Ghana among the foremost refining centres in West Africa.

The expanded refinery will significantly strengthen Ghana’s energy security, reduce dependence on imported refined petroleum products, improve foreign exchange retention, increase government revenues, deepen local supply chains and create thousands of direct and indirect employment opportunities during construction and throughout its operational life.
A defining message throughout the ceremony was the urgent need for Africa to move beyond exporting raw materials and instead build industries that process, manufacture and create value within the continent.
Chairman Xu captured this vision in a simple yet powerful philosophy:
“Produce in Ghana. Process in Ghana. Manufacture in Ghana. Employ Ghanaians. Export from Ghana.”
He emphasised that sustainable prosperity cannot be achieved by exporting crude resources while importing finished products. Instead, the future belongs to nations that process what they produce, manufacture what they consume and export value-added products to global markets.
This philosophy closely aligns with President Mahama’s industrial transformation agenda and his vision of repositioning Ghana as a competitive manufacturing economy under the Government’s industrialisation programme.
Chairman Xu also praised the Government’s 24-Hour Economy initiative, describing continuous industrial production as a natural partner to the President’s economic agenda.
He noted that a modern refinery operates twenty-four hours a day, creating uninterrupted opportunities for engineers, technicians, contractors, transport operators, suppliers, entrepreneurs and young professionals to participate meaningfully in national development.
“A refinery operates continuously. Industry never sleeps. Economic opportunity should never sleep.”
Beyond expanding production capacity, Sentuo Group reaffirmed its commitment to ensuring that industrial growth directly improves the lives of surrounding communities.
Chairman Xu announced that the company will continue to prioritise local employment, skills development, technical training, youth empowerment, scholarship programmes, partnerships with indigenous suppliers, community infrastructure development and responsible environmental stewardship.
He stressed that industrial prosperity must always translate into community prosperity, adding that corporate growth should go hand in hand with local development and shared national progress.
Looking beyond petroleum refining, Chairman Xu unveiled Sentuo Group’s broader long-term vision for Ghana.
Following the Memorandum of Understanding signed with the Government of Ghana, the Group intends to invest in an integrated fertiliser manufacturing project alongside large-scale commercial agriculture.
He explained that the combination of petroleum refining and fertiliser manufacturing will establish a fully integrated industrial ecosystem capable of strengthening energy security, food security, manufacturing, logistics, engineering, innovation and agricultural productivity while creating new opportunities for Ghanaian businesses, farmers and workers.
President John Dramani Mahama, in his address, reaffirmed the Government’s commitment to industrial transformation, describing the Sentuo Refinery Phase II expansion as precisely the kind of strategic investment Ghana requires at this stage of its development.
The President reiterated that Ghana’s future depends on processing its own natural resources rather than exporting raw materials and announced that exploration activities within the Volta Basin are expected to commence before the end of 2026, further strengthening Ghana’s petroleum resource base and supporting long-term national energy security.
As the ceremony concluded, Chairman Xu reminded guests that the significance of the occasion extended far beyond the construction of another refinery.
“The sod we cut today is more than the beginning of another construction project. It is a symbol of confidence. A symbol of partnership. A symbol of industrial progress. And above all, a symbol of hope.”
With strong government leadership, sustained private-sector investment and a shared commitment to industrialisation, the Sentuo Oil Refinery Phase II expansion stands as a defining milestone in Ghana’s journey toward becoming a regional powerhouse for refining, petrochemicals, manufacturing and exports under the African Continental Free Trade Area (AfCFTA).
The project represents not only a major investment in infrastructure but also an investment in Ghana’s people, industries and future prosperity. As construction begins, Phase II of the Sentuo Oil Refinery sends a clear message that Ghana is positioning itself to become one of Africa’s leading destinations for industrial investment, value addition and sustainable economic growth.
