Sentuo Group to Establish Integrated Fertilizer Manufacturing Plant to Power Ghana’s Agricultural and Industrial Transformation

Ghana is set to take a historic leap towards achieving food security, agricultural modernisation and industrial transformation as Sentuo Group announced plans to establish an integrated fertilizer manufacturing plant that will complement its expanding oil refinery operations in Tema.

The announcement was made by the Executive Chairman of Sentuo Group, Mr. Xu Ningquan, during the sod-cutting ceremony for Phase II of the Sentuo Oil Refinery Project, officiated by His Excellency President John Dramani Mahama.

The proposed fertilizer manufacturing facility forms part of Sentuo Group’s broader long-term investment strategy to build an integrated industrial ecosystem that supports Ghana’s economic transformation while strengthening the country’s agricultural value chain.

Chairman Xu expressed profound appreciation to President Mahama and the Government of Ghana for the confidence reposed in Sentuo Group through the Memorandum of Understanding signed for the fertilizer manufacturing project.

“We are deeply grateful to His Excellency President John Dramani Mahama and Hon. Eric Opoku, Minister for Food and Agriculture, for the confidence reposed in Sentuo Group through the Memorandum of Understanding to develop an integrated fertilizer manufacturing project.”

He explained that the fertilizer plant will not operate as a standalone factory but as part of a larger industrial ecosystem linked directly to the expanded Sentuo Oil Refinery, creating significant operational efficiencies while supporting both Ghana’s industrialisation and agricultural development agendas.

According to Chairman Xu, the refinery and fertilizer manufacturing plant will work together to strengthen energy security, improve food security, support manufacturing, expand logistics, promote engineering innovation and stimulate sustainable economic growth.

He noted that agriculture feeds the nation while industry powers the economy, adding that when both sectors are integrated, countries become more productive, competitive and prosperous.

The fertilizer manufacturing project is expected to provide Ghanaian farmers with improved access to quality fertilizers, reduce dependence on imported agricultural inputs, lower production costs and improve crop yields across the country. The investment is also projected to create thousands of direct and indirect jobs while stimulating local manufacturing, transportation, engineering services and supply chain development.

Beyond its economic benefits, the project is expected to enhance Ghana’s position as a regional fertilizer production hub capable of serving markets across West Africa under the Africa Continental Free Trade Area (AfCFTA).

Chairman Xu reiterated Sentuo Group’s commitment to ensuring that local communities become direct beneficiaries of the investment through employment opportunities, skills development, technical training, local supplier participation, educational support programmes and community infrastructure development.

President John Dramani Mahama welcomed the continued expansion of private-sector investment, describing value addition, industrialisation and manufacturing as critical pillars of Ghana’s economic reset agenda.

The President has consistently emphasised that Ghana must transition from exporting raw materials to processing, manufacturing and creating value within its own borders. The integrated refinery and fertilizer manufacturing project aligns directly with this national vision and is expected to contribute significantly to the Government’s 24-Hour Economy initiative by promoting continuous industrial production, employment creation and sustainable economic growth.

Upon completion, the integrated refinery and fertilizer complex will represent one of the largest industrial investments in Ghana, combining energy production with agricultural manufacturing to create a modern industrial ecosystem capable of serving domestic markets while positioning Ghana as a strategic industrial and export hub for the West African sub-region.

For Sentuo Group, the fertilizer project is more than another investment. It represents a long-term partnership with the Government and the people of Ghana to build industries that create jobs, improve food production, strengthen national resilience and deliver lasting prosperity for future generations.
