Ghana, Russia sign labour deal to recruit workers for industrial, manufacturing jobs

Ghana has reached an agreement with Russia to open up industrial and manufacturing employment opportunities for Ghanaian workers, with the Ministry of Labour expected to oversee recruitment and measures to protect applicants.

The agreement involves Russia’s Alabuga Special Economic Zone, an industrial centre in Tatarstan that has 48 companies and requires more than 75,000 workers.

Labour Minister Emmanuel Agyekum signed the agreement on Thursday, October 29, as part of efforts to widen employment options for Ghanaians while strengthening bilateral cooperation.

Under the arrangement, the Labour Ministry will coordinate recruitment, verify job offers and organise pre-departure orientation for successful applicants.

The measures are intended to help ensure that workers receive legitimate offers and understand the conditions surrounding their employment before leaving Ghana.

Speaking after the signing, Mr Agyekum said the partnership would not be limited to sending Ghanaian workers to Russia but would also create opportunities for commercial and academic cooperation.

“We signed a fantastic agreement, not only on labour exchange. We are also looking at business-to-business cooperation. We’re looking at religion and culture as well, where we want to work further to make sure our cooperation goes beyond just labour migration,” he said.

He said Ghanaian businesses were expected to participate in upcoming forums in Tatarstan, where they would have opportunities to explore partnerships with Russian counterparts.

The minister also disclosed that the two countries were exploring academic cooperation to enable Ghanaian professors and lecturers to conduct research with universities in Russia.

The agreement adds to the government’s efforts to connect Ghanaian jobseekers with employment opportunities outside the country through formal recruitment arrangements.

A similar agreement signed with a United Arab Emirates-based company earlier in October was intended to facilitate the recruitment of Ghanaian workers for construction, building maintenance and facilities management jobs in Dubai.

For the Russia arrangement, the Labour Ministry’s role in verifying job offers and providing pre-departure orientation will be important in helping applicants understand the recruitment process and protect their interests.

Mr. Agyekum urged young people to take advantage of the opportunities the initiative is expected to create.

The agreement also signals an effort to deepen Ghana-Russia relations through business partnerships, education, research and cultural exchanges alongside employment cooperation.
