President John Dramani Mahama has sworn in a five-member Independent Fiscal Council as part of efforts to strengthen Ghana’s economic management and promote greater discipline in public finances.
The Council, established under the Public Financial Management (Amendment) Act, 2025 (Act 1136), is expected to provide independent oversight of the government’s fiscal operations.
Its mandate includes scrutinizing government expenditure, monitoring the sustainability of public debt, and ensuring transparency and accountability in the management of public resources.
At the swearing-in ceremony, President Mahama charged the Council to discharge its responsibilities independently and in the national interest.

He emphasized that fiscal discipline should extend beyond compliance with legal requirements, describing it as a responsibility to both present and future generations.
“Fiscal responsibility must not be regarded merely as a statutory requirement; it is a moral obligation to present and future generations,” President Mahama said.
He urged the members to base their assessments and recommendations on evidence and avoid political considerations in the performance of their duties.
The five-member Council is chaired by Dr. Emmanuel Oteng Kumah, an international economic consultant.
