Oppong Nkrumah urges gov’t to revive1D1F, questions progress of 24-hour economy

Member of Parliament for Ofoase Ayirebi, Kojo Oppong Nkrumah, has called on the government to revive the One District, One Factory (1D1F) initiative, arguing that it remains Ghana’s most practical strategy for industrialisation and large-scale job creation.

Contributing to debate in Parliament on government policy, the former Information Minister questioned the implementation of the NDC government’s flagship 24-Hour Economy programme, saying nearly two years into its administration there is little evidence of the promised outcomes.

According to him, the government’s much-publicised “1:3:3 formula”—one job, three people, three shifts—has yet to be implemented across any public institution.

“This government is almost two years in office. In these two years they have appropriated about GH¢650 billion, yet you cannot point to one government agency applying the one-three-three model,” he stated.

Oppong Nkrumah cited figures from the National Development Planning Commission, which indicate that 151 factories were operational under the 1D1F programme by the end of 2024, arguing that the initiative had delivered more tangible results than the 24-Hour Economy policy.

He criticised the government for discontinuing the 1D1F programme and replacing it with what he described as policy proposals without concrete implementation.

The MP urged the government to return to the industrialisation agenda championed under the previous administration and focus on creating sustainable jobs through manufacturing and agro-processing.

He maintained that Ghanaians are looking for measurable job creation and economic opportunities rather than policy promises.
