The National Treasurer of the New Patriotic Party (NPP), Dr. Charles Dwamena, has officially filed a lawsuit against financial technology provider Hubtel Limited. The prominent politician is demanding GH¢5 million in general damages, accusing the fintech firm of contract breach and gross negligence.
According to the official court writ filed at the High Court in Kumasi, the legal battle centers on a USSD donation platform setup for Dr. Dwamena’s campaign. He is seeking the position of General Secretary in the upcoming NPP National Executives Elections. In January 2026, his team contracted Hubtel to operate the code *713*2028# to collect campaign contributions.
The friction began in April 2026 when an NPP IT officer allegedly requested Hubtel to activate a separate code, *714*2028# purortedly for party dues collection. Dr. Dwamena immediately raised written objections on a joint WhatsApp platform, warning that a duplicate code would cause massive confusion. Despite the clear warning, Hubtel went ahead to activate the unauthorized code.
The court document reveals that the new code was technically linked to display Dr. Dwamena’s personal name as the beneficiary. This setup triggered intense political fallout. False narratives quickly exploded across NPP WhatsApp groups and social media platforms. The viral posts wrongly accused the National Treasurer of fraudulently diverting official party membership dues into his private account.
To make matters worse, Hubtel completely shut down Dr. Dwamena’s original campaign shortcode without his authorization. This sudden deactivation effectively choked off his donation pipeline during a critical stage of his political campaign.
Dr. Dwamena’s legal team, led by Nana Freduah Agyeman Osborn, is demanding an immediate reinstatement of the original shortcode. They are also asking the court to compel Hubtel to provide a full financial accounting of all funds processed through the unauthorized duplicate code.
Hubtel has been given an eight-day window to enter a formal appearance in court.
